The Trading with the Enemy Act is a federal law in the United States that restricts trade with countries hostile to the United States. The law was first enacted in 1917 and gives the President ultimate authority for preventing trade with a country during times of war. This law is the reason that the United States does not conduct trade operations with Cuba, which is the only country the United States prohibits trade with at the time. For over forty years, this regulation also prohibited the hoarding or possession of gold.
